Arbitrary Header?  I didn't see anything of that sort in the filter UI

True, there is a tradeoff, and upon this, I guess replacement of the ruleset file is best.

Well I'm getting the impression you can only modify chrome files with an XPI.  In any case, I have 
no method of making any kind of installer.  Can you help?
