I use a local .pac file for my proxy set up, and there's nothing special needed - you just put a file: URL in the box pointing to the file. For example, mine is set to the following: file:///C:/Documents%20and%20Settings/James/My%20Documents/CompSoc/Warwick.pac That's all there is to it.
