Is weblock still functionable under (Win32) Mozilla 1.7 rc3?

Hi all XPCOM and XPInstall programmer,

I have go through the document "Creating XPCOM Components" by Doug
Turner and Ian Oeschger.  Then I download the weblock.xpi file from
http://www.brownhen.com/weblock.
I drag this file into the Mozilla browser (1.7 rc3).  Then the
following error reports in the install.log:

Then I put the weblock.xpt, weblock4.dll, contents.rdf and install.js
into "C:\Program Files\mozilla.org\Mozilla\components".  Also, I put
the subdirectory weblock into "C:\Program
Files\mozilla.org\Mozilla\chrome".  Then I run regxpcom.exe and the
below output produced.  Then I can't start my Mozilla anymore.  What
is wrong?  What exact step do I need to do in order for to run weblock
properly.
