As Doug said, see 'regxpcom -h' -- specifically the -x option to tell it
where to find xpcom.dll and the GRE components.

Mozilla most definitely comes with xpcom.dll, but unless you ran the
installer with the "-greLocal" command line those files are placed in a
shared location under (typically) c:\program files\common files\mozilla.org
