When faced with a similar problem (i.e. not wanting to re-launch Mozilla at the end of each make), I eventually decided to do all the necessary steps by hand: create the appropriate directory if necessary and copy into it... I have seen a tool created to automatize this, in Perl. I think it was written by shogouki on the mozilla irc servers.
