signtool Where do I get it ?

Hello ,
       I am trying to sign an package consisting of xul files and xpcom object 
       I was unsuccessful when signing using signtool.exe 1.3 
       I came to a understand to that I need to download a more recent version of signtool.
       I tried to find the signtool in mozilla but could only go to source code of the signtool where it stated version 3.10.
       How to I get the files so that I can compile the source for signtool and use it?
       I would be thankful if anybody could help me to get the latest signtool executable for windows.
       I also want to know about .xpi file.
