Language pack install scripts are already written to do this correctly -- if
they can't install globally they install into the profile chrome directory.
Currently the chrome registry doesn't support profile chrome *content*, only
skins and locales, so the install script authors of those add-on packages
have not bothered to make their scripts handle the access error.

Once the chrome system can handle it then it's not too hard to make the
installs work.
