DOMRef: Second Edition?

I'm getting the sense that a lot of our confusion on DOMRef is we don't 
know whether it's frozen or not.  There are lots of bugs against DOMRef, 
but we don't know if it's okay to fix them or not.

Well, why don't we just fork?

We copy the current files in DOMRef, archive them as First Edition, and 
link to it from the current DOMRef header page.  We rename the current 
header page to call the current URI a Second Edition.  That frees us up 
to make whatever changes we feel are reasonable, including bugfixing. 
We can lock down 1e permanently, and still have a full set of files to 
make changes to.

Heck, W3C does it all the time.  XML 1.0 is up to its 3rd Edition.  It 
might be as simple as contacting the authors (if the Mozilla Foundation 
doesn't own the copyright) and asking them if we can do this.  If the 
Foundation *does* own the copyright, we just ask Mitchell Baker.
