Thanks guys. I think I understand now. I assumed it was more like
getting CANCONFIRM rights on bugzilla. I should equate it to getting
permission to fix bugs in Mozilla program code, except this is a
different type of code.

FWIW, I didn't know about
http://www.mozilla.org/hacking/getting-cvs-write-access.html , because
the doctor tool linked me straight to bugzilla.
