The right place to file that bug, by the way, would be under Webtools :

Doesn't look like anyone's looked at any bug reports there for some time
though.

Also, I would point out that the quote is only part of what it says. It
was actually changed so that it didn't encourage everyone to apply for
accounts (see https://bugzilla.mozilla.org/show_bug.cgi?id=228223 ) - it
says people should save their proposed changes and file a bug for the
change to be made, and then goes onto say that regular contributors should
get CVS access (although I agree it would then be better to divert people
to the mozilla CVS access page)
