Outdated standards-compliance tests should be removed

Who makes the call about this bug:

It seems that every week at least one bug is reported which is related 
to this nonsense. We should 410 the whole dir (or multiple dirs) and 
point to <http://hixie.ch/tests/> instead if we even want to link to 
such test cases.
