Debugging Mozilla on Windows FAQ needs new owner

I started the win32 debugging FAQ and I am still the official owner of
it. However, I haven't done any Mozilla coding lately, and I am
receiving a few contributions every now and then that I find hard to
evaluate.

So, I'd like a new owner for the doc, and I also think it should be
moved to a wiki somewhere. Suggestions?
