That's unfortunately not possible. First of all, it's not Enigmail that
edits the draft but Thunderbird. Enigmail only plays a role somewhere in
the background. You have to understand how Thunderbird works internally
to see why that's not possible:

If you edit a draft (or reply to or forward a mail, or edit a template),
then Thunderbird will open a message composition window. That window is
at first invisible while it loads the message asynchronously in the
background. During that process, Enigmail may be requested to decrypt a
part of the message. Again asynchronusly. Enigmail does not know why it
decrypts the message; it's simply requested to decrypt a part of the
MIME tree. There is no link from or to the message composition window at
this point, operation is identical to viewing messages.

The only thing that Enigmail can do when decryption fails is to throw an
exception. However, in message composition, such an exception is
ignored; Thunderbird will simply display what it got back. If that's
nothing then it would display nothing. Therefore there is no way to
determine if the message was decrypted or not.
