I think that Marco is right with his analysis concerning the DOS attack
on SKS keyservers. However upgrading to GnuPG 2.2.17 won't be
sufficient; you also have to clean or delete the affected keys.

The ideal solution is to follow the steps that Lachezar Dobrev proposed:

Alternatively, you can try to just delete the keys that are most likely
affected:

gpg --delete-key [email protected] [email protected] \
[email protected] [email protected]
