Are both keys in the Key Manager displayed in bold (ie. as key pair)?

Do you have two different accounts in the account manager - one for
postmaster and one for site-admin? If yes, then you need to open the
Account Manager (menu Tools > Account Manager), and go to the "OpenPGP
Settings" for the "Postmaster" account. Click on "Use specific key
OpenPGP Key ID" and select the key for postmaster.

If that doesn't help, it may be that you configured gpg to always sign
using a specific key.
