[Enigmail] moving buildscripts to python3

Hi Patrick, all--

We're in the process of getting rid of python2 in debian.  Python2 will
lose upstream support in a couple months.

The enigmail 2.1.3 build tooling still appears to depend on python2.
Have you given any thought to porting it to python3?

Is that something you have any specific opinions about?
