The way you put the facts is not quite correct.

It may be true that Thunderbird 78.0 might still lack some OpenPGP
functionality or contain bugs that will need fixing. But whether or not
Thunderbird 78.1 or 78.x will contain new features or bugfixes is up to
the decision of the Thunderbird developers, and has nothing to do with
modularity or decisions taken by Mozilla.

Furthermore, Thunderbird is free to choose its own release cycle. It's
entirely the decision of the Thunderbird developers to base their
releases on Firefox ESR releases. And it's exclusively the decision of
the Thunderbird developers when exactly TB 78 will be released, and
whether or not to wait for some parts of some module to be ready.
History has shown that some TB releases followed Firefox ESR releases
almost immediately, while other releases were delayed for up to 2 months.
