[Enigmail] Enigmail migration wizard did not appear

Hi, everyone.

I just upgraded to TB 78.4. It says that Enigmail has been updated to
2.2.4, but the promised migration wizard did not appear and I can't work
out how to trigger it.

I'm also having trouble with both the inbuilt encryption and smartcard
signatures (I know that's not an enigmail issue, but I mention it in
case there is a common root cause).
