Issue with Mozilla/Firefox & named anchor with Japanese/Korean character

I currently see a problem with named anchor that has Korean/Japanese
character. The hyperlink doesn't work . But it works fine if the
named anchor is English.

This happens  in mozilla 1.6, 1.7 , Firefox . Does anybody know about
this issue.

The following link has Korean char & doesn't work.

But  the following works.

Is this a know issue ??
