Should Ctrl+C/Cmd+C always be copy?
Should Ctrl+W/Cmd+W always close a window?
etc.?

Or should the language being used sometimes affect the 
accelerator letter key?

I'm not aware of any times where it should change. What do OS's 
and office suites do? I believe the letter associated with the 
accelerator should remain constant.

It's only underlined mnenonics that change based on the locale. 
Is that correct?
