Questions on the limitation of Double Byte character Set in HTML

Hi ,

I have different web sites that use the Charset SHIFT_JIS, BIG5 and other
double Byte character Set

When I look at the conversion table between ANSI and Double Byte charset and
I discover that there might be some cases when some character are not
recognized.

Ok an example:

Let say for Japanese

I want to have the copyright symbol © in my japanese page. I want be able to
have the ANSI corresponding symbol as it is used to create a double byte
character. I will have to use the HTML code.

Can I say to this is a limitation of DBCS over Unicode ?
