mary question in =93why are you distributing this, and who are you distribu=
ting it to?=94  Once we=92ve established that, we can look at whether the s=
pecific changes you are making meet our guidelines and whether they make se=
nse for your desired aims.  Finally, if there=92s any commercial aspect inv=
olved in the distribution, that=92s something we=92d need to understand as =
well.
