Licenses of localization XPI files and themes

Hi, I'd like to get some clarification regarding the licenses of the
localization XPI files (for all languages), and also the RightToLeft Theme
included in the Hebrew version.

I'm the Debian packager of Firefox translations, and also of the RTL theme.
As the translations don't include any license information, neither most of
the files of the RTL theme do, I'd like to know under which license are
they distributed.
