Translations are Modifications of the English version. If they have no 
other licence conditions attached, you should assume that they are 
MPL/LGPL/GPL triple-licensed.

For the RTL theme, it depends whether it was created using Mozilla files 
as a base, or what the authors licensing intentions were. But again, if 
it's contributed to mozilla.org and distributed as part of our builds, 
you should assume MPL/LGPL/GPL.
