Making it hard to break Firefox from Pontoon

Hi! We launched an important update to the way quality checks work in Pontoon. Pontoon now runs compare-locales checks when you submit a translation. Since compare-locales library is also used during the Firefox build process, it allows Pontoon to prevent you from submitting (most) translations that can break Firefox.
