Tor Browser localization

Hi team.

I have a question, if anyone of you know, how to add a language for Tor 
Browser? I would like to see Czech on the list 
<https://www.torproject.org/projects/torbrowser.html.en> too, but don't 
know what requirements are necessary to meet. I have a long open issue 
in Trac <https://trac.torproject.org/projects/tor/ticket/24325>, but so 
far I have got no response.
