They come from Version Control System (VCS) – the Mercurial repository
in case of Firefox – which is considered the source of truth.

Migrations write these strings in the repository, Pontoon reads them
and consider them "approved".

The same thing would happen if, for example, someone renames a file
containing translations in a project. Those strings will show up as
translated in Pontoon (i.e. approved), and "imported".
