Issue template to request android-l10n products

Hello localizers,

I've created an issue template on GitHub, entitled "*New Localization
Request"*, in order to facilitate the process adding your locale to a
specific product contained within the android-l10n project:
https://github.com/mozilla-l10n/android-l10n/issues/new/choose

The products there that are currently available to localize are: Fenix and
Lockwise Android.

If you are interested in localizing these products, feel free to file out
the issue template located there so that we can get you all set up.
