Not exactly. If you're using new.blogger.com, you should change your API
endpoint to http://api.blogger.com/api/RPC2, then you can use API 1.0.

As soon as we switch everybody to the new system, plant.blogger.com will 
start working for people with new.blogger.com blogs as well as people with
earlier blogs.
