It tries

/etc/mplayerplug-in.conf
~/.mozilla/mplayerplug-in.conf
~/.mplayer/mplayerplug-in.conf

if none of those files are present then it uses the defaults in mplayer.

With the later values overriding the earlier ones...

Any reason why you are not setting them in the GUI? It is also possible
that you set them with an extra space or something and the plugin does
not recognize the value you set.
