Hmmm, that works, but... why should I hold the Alt key?

I think that more intuitive would be if the tabs drag&drop behaviour with 
and without Alt key is swapped (i.e. pure tabs reorganizing is done by only 
mouse drag&drop and reorganizing *with page reload* is done with the Alt key 
pressed).
