Here are exact steps to repro (I just tried with freshly installed latest 
Multizilla 1.5.0.2 nightly):

1) Open two different tabs (best with complex content so that you can better 
see the page loading later)
2) Ctrl-drag the first tab to an empty space on the tabbar behind the second tab

Observed behaviour:
New empty grey tab is created, the tab label says "Loading..." and you can 
see the content being reloaded.

Expected behaviour:
Only make a copy of the tab, don't reload the content.

Heh, I'm sorry, I don't know. Last time I did some programming was in late 
80's in Turbo Pascal 5.5 ;-).
Perhaps modifying the ordinal causes Mutizilla to think there is a new tab 
opened and load it's content somewhere later in the code?
