1.6.3.0b not installing

I just upgraded my RH9 to the Seamonkey rpm of 1.6 mozilla.

I go through the install process, but mutlizilla does not show up
anywhere:

I ran as a user:
        strace mozilla > strace 2>&1

And I grep for multizilla.rdf.  

I do see mz*.js show up.

about:config has no multizilla entries.

I cannot download the xpi do a proxy filter silliness (secup look like
sex I guess).

I look at the older version but they are 1.5 and back.

Any ideas?
