I rechecked install.js and I think I found something! We aleady use DELAYED_CHROME for multi-user/global installations and PROFILE_CHROME only for profile based installations. In short, there's no delayed chrome registration, and this could be our problem, so I changed it into PROFILE_CHROME | DELAYED_CHROME.
