No bug filed. Problem is
- intermittent
- not consistently reproducible
- occurs mostly when reinstalling Mozilla from scratch
  and using existing profiles

I seem to remember that in a former incarnation it was sufficient to
delete panels.rdf. The funny thing about this was that there was
absolutely no difference between the panels.rdf that got removed and the
panels.rdf that got recreated - at least according to BBEdit.

I can file a bug if you want it ?
