Okay, I can now confirm with the following steps:

1) Set the home page in edit -> prefs -> navigator to a local
file:/// URL.
2) Right-click on the tab bar and select "new tab -> home page"
3) Right-click on the new tab and select "tab home"

Expected results: you are taken to the local file

Actual results: an error is thrown trying to find a HTTP
reference to the file URL, ie:
http://file///<path to file>

This can be simplified to any tab opened with a file:/// URL, eg
by entering to the location bar or a file:/// bookmark.

My build:
Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.8b2)
Gecko/20050410 MultiZilla/1.8.0.1f
