tabbrowswer.xml is in your multiviews.jar.  Extract this whole 
jar with your favourite zip program, change the file and rezip 
the whole dir structure back to multiviews.jar again.

Multiviews.jar can be found in either <program dir>/chrome or 
<profile>/chrome depending on whether you did a multi-user or 
single-user install.

Let me know if this works and I'll commit the changes to CVS.  
Oh, and can you still file a bug on this anyway.
