Now, note the tab images, which should have some sort of hover over 
effect where you can click on links to load a page (direct link to 
anchor on page).

So are you familiar with JavaScript?

Note: I think I have seen something like this on mozilla.org, but I 
can't remember what exactly it was used for. The "tooltip" was yellow, 
had some sort of description, and it enabled you to click on a link to a 
bug report.
