Syntax Error On Permission Manager (And can't copy from JS console)

If I click the yellow wrench icon and choose permission manager, I get this

Error: syntax error
Source (line1): chrome://navigator/content/navigator.xul
mzManagers.operPermissionManager(,'','','');

(with an arrow point to the open parentheses)

Also, if I right-click an entree in the JS Console and choose copy, it doesn't actually copy.
I still have my old data on the clipboard.  (This is in Windows XP)
(which means I have to type these errors out by hand)
