You could start SeaMonkey with: seamonkey -console -jsconsole
this to check for errors.  Also, do you have a file called 
multiviews.jar in your chrome directory?

Please note that I never used Windows Vista; I switched to Ubuntu Linux 
after having used Windows XP for a long time, and only have my old 
Windows XP license installed in VirtualBox, so I'm not much of help here 
I'm afraid.
