can't download files in Netscape 7.1 or Moz 1.4

When I try to open a webpaged video, I get an error that says "Can't find
such & such file in C:\somwhere\TEMP because source file does not exist" not
to mention the fact that I cannot download ANY files (download manager is
turned off but progress dialog is turned on).  I didn't have this problem in
Netscape 7.02

Is there a fix?
