I've already did some works in this area (eg. on moving off
some 3rd-party packages and cleaning build files a bit, 
also ported them to recent autotools). dev-builds should be 
the right list for that, but nobody seemed to recognize my
work - instead they've told my work useless and their 
unwillingness to accept my patches, not even the ideas behind.
I was told not even not to regenerate ./configure, which is 
unacceptable for my needs.

Some of my patches are already in OSS-QM repository

This is very complicated and work intensive, I don't have the
the resources for that now. Hopefully later.
