dev-security list is coming to an end

Mozilla's "mailman" servers, and the crazy mail/NNTP/WebForums mirroring,
are being decommissioned soon and this list will no longer work. Most such
lists are being migrated to https://discourse.mozilla.org for web-based
forums, but as there are already discussions on this topic there this list
is not being migrated as-is.
