I agree this needs to improve.  The good news is that it is steadily 
improving.  At the moment, around 30% of our users are still on 3.6, 
which is not part of the rapid release process and so does not 
auto-update to later versions.  Those users will be slower to update, 
but will gradually fade away.  For now, they are still supported.  I 
don't that changes to the rapid release process need to wait until 3.6 
has died out.

Of the users on 4.0 or newer, 86% are on a current version.  Yes, that 
uptake needs to get faster, but I think most of the changes we need to 
get there (like increasingly silent updates) are already planned.
