Tony, a message at an old download page that next to no one sees is not 
going to do much to get people to upgrade. We know that. That's not 
really trying to move tens of millions of people. It's mostly 
encouraging new potential downloaders or people who landed on the wrong 
page to get our latest offering rather than the old offering.

An unprompted update from 3.6 to Firefox 6 would actually be trying to 
get users onto the new system and we haven't done that yet like we did 
for Firefox 4 users and it would be highly effective. Until we pull that 
lever, we're not really trying very hard.

For the time being, we're letting users hang out on 3.6, but once we 
figure out what Mozilla is doing or not doing for managed deployments, 
or potentially even sooner, we will begin actually trying to migrate 3.6 
users with the real tools we know work -- our update system.

So, trust me when I say we haven't really tried. You'll know when we 
start. It won't be a link on a web page that gets less traffic than my 
weblog.
