It's in the Troubleshooting Information screen Graphics section at the 
bottom. If "Direct2D Enabled" and "DirectWrite Enabled" are "true" then 
it's enabled.

You can test this yourself by going to Option>Advanced, select the 
General tab and toggle the "Use hardware acceleration when available" 
checkbox in the Browser section and then opening the Troubleshooting 
Information screen and note the change.
