Just because the sub-set of command items in the Firefox button suits the needs of someone(s) on the development team, it doesn't make it the ideal sub-set for all users. In my case, I was spending too much time turning the menu bar on to access its functions, and gave up on the feature. If I could drag items onto the Firefox button, it would not only be consistent with the customization model, but let me make the button usable.
