Well, if you say 'ask me', then it will download the update, and then 
ask if you want to install it.  Perhaps it should NOT download it until 
you decide if you want to update, but that's not the way they chose to 
implement the function.
The logical assumption is that you are going to go ahead and update, 
since you didn't tell TB NOT to check for updates.
To escape from updating, just exit the About dialog.
