Normally I login in windows as limited user, so, even if TB download the 
upgrade, it is unable to install itself due to limited privileges. So it 
is a waste of time and bandwidth to download a useless executable file.

The correct thing should be:

check update --> there is an update, do you want to install it?

If yes, launch TB with the "run as..." and choose an administrative user 
to perform the upgrade.
