This should be moved to an about:config setting.  Anyone who has legitimate
reasons to not update will have the technical skills to navigate
about:config.

Sticking with a release "they like" sets up catastrophic usability problems:
when the user finally does upgrade they have to adapt to 10x the number of
changes.
